Debate now underway regarding Constitutionality of the Resolutions

Deputies are debating whether General Convention can even impose a moritorium. So we have been told ever since the Windsor Report came out that it is General Convention who is authorized to consent to the Windsor Report and now we are learning - at the last minute - that such a consent is not "constitutional." This is an effort by the church to avoid addressing the Windsor Report's specifics.

A Deputy is from Wyoming is now at the microphone that not only is the Substitution is unconstitutional but the original motion is also unconstitutional.

The Chair of the Special Committee is saying that if behavior is "required" it is unconstitutional but if it is "urged" it is not. Is this bizarre or what?

Now abother Deputy is moving to divide the question in two half and Werner says it's too late.

Colorado Deputy moves the question. Werner says the question is all ready moved.
