This vote effectively makes the process of AC's response to TEC a drawn out one. Had the resolution failed, it would have been TEC's walking away. With this resolution, it buys them time till Lambeth unless the Global South Primates call for an emergency meeting. Funding for it will need to come from AAC sources. So again, the vote effectively slows down the process UNLESS the ABC is pressured into calling this inadequate and effectively a desire of TEC to walk away. The legislative history and transcripts of the deliberations will bear out that this was indeed the case.
AAC will not walk away from TEC, rather, AAC will proceed with Global South to pressure ABC to deem the answer to WR by TEC INADEQUATE. That being declared, a seperate option can be developed for faithful orthodox churches to stay in communion with AC

The sad thing is this does not satisfy the terms of the Windsor Report. In fact it flies in the face of it.
